On Sept. 10, California Gov. Jerry Brown signed Senate Bill 100. The legislation requires retail electricity suppliers within the state to secure 100 percent of their power from renewables or zero-emissions sources by 2045 and updates the state&rsquo;s existing renewable portfolio standard (RPS). Also on Sept. 10, Brown also issued an executive order establishing a new target to achieve carbon neutrality by 2045.
&ldquo;This bill and the executive order put California on a path to meet the goals of Paris and beyond. It will not be easy. It will not be immediate. But it must be done,&rdquo; said Brown said.
SB 100 was first introduced last year by California Sen. Kevin de Le&oacute;n, D-Los Angeles. The legislation passed the California Senate on May 31 by a vote of 25 to 13. The California Assembly <a href="http://biomassmagazine.com/articles/15565/california-assembly-votes-in-favor-of-100-clean-power-by-2045" target="_blank">passed the bill </a>by a vote of 44 to 33 on Aug. 28.&nbsp;
Under the newly signed bill, the state&rsquo;s RPS will be updated to require 50 percent renewables by 2026, increasing to 60 percent renewables by 2030. California&rsquo;s previous RFS required 25 percent renewables by Dec. 31, 2016, increasing to 33 percent by Dec. 31, 2020, 40 percent by Dec. 31, 2024, 45 percent by Dec. 31, 2027 and 50 percent by Dec. 31, 2030.
In a signing message for SB 100, Brown said the bill &ldquo;sends a clear signal to markets to expand clean energy generation.&rdquo; He also noted that California&rsquo;s electricity sector is only responsible for 16 percent of the state&rsquo;s current carbon emissions, and stressed that efforts to stop global warming will require large investments across all sectors, including energy, transportation, industrial, commercial and residential buildings, agriculture, and various forms of sequestration.
The executive order signed by Brown directs the state to achieve carbon neutrality by 2045 and net negative greenhouse gas emissions after that.
