The Canadian government on June 28 released proposed regulations to require landfills to control methane emissions and ensure landfill gas-recovery systems capture as much methane as possible. A public comment period is open through Aug. 28.&nbsp;According to Environment and Climate Change Canada, the proposed regulations aim to reduce methane emissions from Canadian landfills by approximately 50% by 2030 when compared to a 2019 baseline.&nbsp;The proposal would provide a consistent regulatory approach to reduce landfill methane emissions across the country in publicly- and privately-owned landfills that have received municipal waste. The owners and operators of regulated that landfills that are estimated to generate methane above regulation thresholds would be required to comply with and monitor methane concentration limits on the landfill surface; limit venting of methane to the atmosphere and convey recovered landfill gas into methane destruction devices or energy recovery systems; monitor the performance of landfill gas recovery systems; and detect and repair methane leaks.&nbsp;As currently proposed, the regulations would apply to Canadian landfills that have accepted any quantity of municipal solid waste (MSW) for disposal after Jan. 1, 2010, and have more than 450,000 metric tons of MSW in place. They regulations would also apply to landfills that accept more than 10,000 metric tons of MSW for disposal for any year following the coming into force of the proposed regulations and have more than 100,000 metric tons of MSW in place. Landfills that meet these criteria would be required to calculate and report annual methane generation assessments. Open landfills that exceed the annual methane generation threshold of 664 metric tons and closed landfills that exceed 1,000 metric tons of methane generation would have additional compliance obligations under the proposed regulations.&nbsp;Within the regulations, the government explains that the sale of low-carbon fuels and energy could help offset the cost of compliance. For example, landfills with sufficient methane generation to support a landfill gas utilization project may be able to generate revenue through the sale of low-carbon fuels, such as renewable natural gas (RNG) and electricity.
