Hennepin County, Minnesota, has issued a request for qualifications (RFQ) soliciting submissions from entities engaged in the anaerobic digestion of commercial and/or residential source-separated organic materials to produce energy and soil or agricultural supplements.
The RFQ was issued June 19 on behalf of the county&rsquo;s Environment and Energy Department. The deadline to submit a proposal is Sept. 7.
According to information released by the county, the RFQ relates to the November 2017 approval of Hennepin County&rsquo;s 2018-2023 Solid Waste Management Master Plan, which identifies strategies the county will pursue to reach the goals of recycling 75 percent of waste and sending zero waste to landfills by 2030. Because organics comprise 30 percent of the municipal solid waste (MSW) in the county, diverting this material from the trash and putting it to a better use will be an important part of achieving the county&rsquo;s recycling and zero waste to landfill goals.
The RFQ aims to determine qualifications of entities for development of an anaerobic digestion facility to process organics generated in the county. Hennepin County indicated it does not have a specific contracting, ownership or operation mechanism selected. The RFQ also seeks information on project concepts and business terms and conditions required by a respondent for a viable project.
The county is requesting submissions from qualified, experienced and financially capable entities that can verifiably demonstrate the ability to anaerobically digest at least 25,000 tons per year of source-separated organics, such as food scraps, food-soiled paper products, compostable plastic bags and foodware, and other organic materials.
