A report recently filed with the USDA Foreign Agricultural Service&rsquo;s Global Agricultural Information Network by Netherlands government discusses the implications of the Dutch Energy Accord on pellets and biomass power.
According to the report, the Dutch government and more than 40 organizations signed the <a href="http://www.ser.nl/en/~/media/files/internet/talen/engels/2013/20130906_energy-agreement.ashx" target="_blank">Energy Agreement for Sustainable Growth</a> on Sept. 6.&nbsp;The GAIN report specifies that the Energy Accord includes several provisions relating to biomass power production.
Specifically, the accord calls biomass cofiring to be capped at a net energy output of 25 petajoule (PJ) per year, which equates to approximately 3.5 metric tons of wood pellets. This cap would still offer room for growth in cofiring, as approximately 1.5 million metric tons of biomass were cofired in the country during 2011 and 2012.
According to the GAIN report, the accord also calls for funding biomass cofiring through the Support Sustainable Energy Production program. The funding is expected to be available from 2014 through 2023, with availability limited to power plants build after the 1990s.
In addition, the report specifies that the accord calls for new standards for biomass sustainability, which will include carbon debt, indirect land change (ILUC) and sustainable forest management. The new requirements are scheduled to be complete before the end of 2014.
