The European Commission on Sept. 18 approved, under European Union state aid rules, an amendment to Germany’s existing renewable energy scheme that increases the budget to support biomass and biogas electricity production by €7.9 billion ($9.27 billion).&nbsp;The amendment will increase the tender volume, introduce a dedicated quota for biomass installations with an existing connection to a heating network, and limit hours of electricity production from biogas eligible for support. According to the European Commission, the amendment will also reduce the timeframe for old installations to switch to new support for biomass and increase the payment for flexible electricity production.&nbsp;In issuing its approval, the European Commission said it had found that the amendments are necessary and appropriate to increase the electricity production from biomass and biogas. The commission also concluded that the scheme remains proportionate, as the aid will be limited to the minimum necessary to ensure an incentive to increase electricity generation from biomass and biogas, even at times of high electricity prices, while it will have a limited impact on competition and trade in the EU.&nbsp;According to date published by the Germany government, renewables accounted for 59% of the country’s electricity generation last year. Bioenergy alone accounted for an estimated 8.33% of total electricity generation during the year.&nbsp;&nbsp;
