More than 200 organizations, led by Natural Gas Vehicles for America and the Moving Us Forward Coalition, on Dec. 13 sent a letter to the House Committee on Ways and Means and the Senate Finance Committee urging passage of the Renewable Natural Gas Incentive Act, which aims to create a $1 per gallon tax credit for the sale of renewable natural gas (RNG) used in transportation.&nbsp;The bill, H.R., 2448 reintroduced in the U.S. House of Representatives by Reps. Linda T. Sánchez, D-Calif., and Brian Fitzpatrick, R-Pa., on March 30. Previous versions of the bill were introduced in both the House and the U.S. Senate last year.&nbsp;The credit would be available for fuel sold or used after Dec. 31, 2023, and would be in place for 10 years, building upon the success of the existing alternative fuel tax credit that currently offers a 50-cent-per-gallon credit for natural gas used in transportation fuel. That credit is set to expire in 2024. According to the legislation, the new RNG tax credit would apply to RNG used in motor vehicles, motorboats or used as an aviation fuel.&nbsp;“RNG is a clean, affordable, reliable, and domestic waste-derived fuel, providing heavy-duty vehicles with a carbon-neutral or carbon-negative footprint depending on the feedstock,” the groups wrote in the letter. “Commercial natural gas vehicles (NGVs) also have ultra-low criteria emissions, and fueling NGVs with RNG provides countless performance benefits.&nbsp;“Captured above ground from organic material in agricultural, wastewater, landfill, or food waste, RNG can produce carbon-negative results when fueling on-road vehicles like short- and long-haul trucks, transit buses, and refuse and recycling collection vehicles. California Air Resources Board data confirms that the annual average carbon intensity (CI) value of California’s bio-CNG vehicle fuel portfolio in its Low Carbon Fuel Standard (LCFS) program was carbon negative and below zero at -98.98 gCO2e/MJ for calendar year 2022 – by far the lowest CI of any transportation fuel used in the state.”The letter goes on to note that “RNG provides immediate, significant and affordable air pollution and greenhouse gas reductions” and that increasing the value of RNG as a transportation fuel will expand&nbsp; nationwide production of the fuel, incentivizing farmers and ranchers to capture methane from animal waste.&nbsp;Aemetis Biogas LLC, the American Biogas Council, Clean Fuels Energy Corp., and Coalition for Renewable Natural Gas are among the more than 200 groups that signed the letter.
