The USDA Rural Business Cooperative Service on Jan. 24 published proposed rule that aims to update the agency’s Biobased Markets (Biopreferred) Program. A public comment period on the proposed rule is open through March 25.The Biopreferred Program was initially established by the 2002 Farm Bill and reauthorized and expanded by the 2018 Farm Bill. The program is destined to increase the purchase and use of biobased products. Specifically, it aims to spur economic development, create new jobs and provide new markets for farm commodities. The Biopreferred Program has two primary components. The first includes mandatory purchasing requirements for federal agencies and their contractors. The second is a voluntary labeling initiative for biobased products.&nbsp;The proposed rule released Jan. 24 aims to adopt changes implemented by the 2018 Farm Bill. These proposed changes include the merger of guidelines for designating biobased products for federal procurement and the voluntary labeling program for biobased products into one streamlined regulation. According to the USDA, merging these two legacy rules is expected to benefit BioPreferred Program stakeholders by implementing process improvements and tying the initiatives more closely together, making it easier to qualify for both initiatives.&nbsp;A full copy of the proposed rule is available on the Federal Register <a href="https://www.federalregister.gov/documents/2024/01/24/2024-00981/biobased-markets-program">website</a>.
