Sens. Mark R. Warner, D-Va., and Thom Tillis, R-N.C., on May 22 introduced the Renewable Natural Gas Incentive Act, which aims to create a $1 per gallon tax credit for renewable natural gas (RNG) sold for use as a transportation fuel, including for use in vehicles, motorboats, or aviation.&nbsp;The credit would apply to compressed or liquefied RNG derived from biomass. For RNG blended with fossil natural gas, the credit would be available for the renewable portion of the fuel, subject to certain conditions being met.&nbsp;Following its introduction, the RNG Incentive Act, or S. 4389, was referred to the Senate Committee on Finance. Companion legislation was <a href="https://biomassmagazine.com/articles/bill-aims-to-create-1-per-gallon-tax-credit-for-sales-of-rng-19916">introduced</a> by Reps. Linda T. Sánchez, D-Calif., and Brian Fitzpatrick, R-Pa., on March 30. Previous versions of the legislation were also introduced in both the <a href="https://biomassmagazine.com/articles/19180/bill-aims-to-create-1-per-gallon-sales-tax-credit-for-rng-fuel">U.S. Senate</a>&nbsp;and the&nbsp;<a href="https://biomassmagazine.com/articles/19575/bill-aims-to-create-1-per-gallon-tax-credit-for-rng-fuel-sales">U.S. House of Representatives</a>&nbsp;last year.“I am proud to introduce this legislation that will accelerate investment in clean vehicles and help lower emissions from the transportation sector,”&nbsp;Warner said.&nbsp;“This tax credit will help incentivize the use of clean, reliable, and affordable fuel sources&nbsp;and continue to aid the transition to a clean economy while creating good-paying jobs and reducing our reliance on foreign energy.”“Renewable natural gas is a clean, affordable, and reliable fuel source that provide sustainable transportation for fuel industries across the country,” Tillis said. “This bill incentivizes the use of clean energy while promoting economic growth through lowering the cost of doing business and decreasing reliance on foreign energy. I am proud to introduce this commonsense legislation which will safeguard America’s energy independence.”&nbsp;&nbsp;Clean Energy Fuels Corp. is speaking out in support of the legislation. “At a time when other alternative fuels are having difficulty finding their footing in the heavy-duty vehicle market, RNG is being accepted more and more by fleets that want to reduce their carbon emissions,” said Andrew J. Littlefair, president and CEO of Clean Energy Fuels Corp. “A robust RNG fueling infrastructure has been built across the country with more stations being added regularly.
