Energy legislation proposed by Iowa Gov. Kim Reynolds in February, in part, aims to establish new regulations related to the construction, expansion and operation of anaerobic digestion facilities within the state.&nbsp;The bills, HSB 123 and SSB 1112, were introduced on Feb. 5 and Feb. 11, respectively. Committees in both houses of the Iowa legislature have since voted to advance the bills.&nbsp;The legislation would require state agencies to adopt requirements related to the construction, including expansion, or operation of anaerobic digester systems, including related buildings, storage structures, transfer pipes and stockpiles.&nbsp;As part of those regulations, the legislation outlines new permit requirements for anaerobic digestion systems. Those requirements would include a written plan for the disposal of digestate and a written plan detailing the respective responsibilities of all project owners, animal feeding operations, and other entities involved.&nbsp;The legislation would also create new construction design standards for anaerobic digestion systems and set distance requirements for anaerobic digestion facilities cited near agricultural drainage wells, various types of water sources, wetlands or a floodplain.
